1. IS IT ILLEGAL FOR AN ANIMAL TO GNAW SOMEONES FOOT OFF? have a look in your constitution. i personally see NO mention of lions anywhere in my country's.
2. how will a cop help the situation? what are they gona do - ARREST the lion?
3. that person can probably do something a bit more productive with their time than waste it calling cops. for example, they may purchase a novel and read it, do a number puzzle etc.
Remember to think these situations through thoroughly.
